Is your utility charging a provisional rate right now?
While a rate case is open, utilities are often allowed to bill a provisional rate before the case is finally decided. Those periods are exactly where extra charges get applied too broadly and the true-up gets missed.
A rate case is a proceeding where your utility asks its state commission for permission to change its rates. While it's pending, many states let the utility bill a provisional amount, subject to being corrected once the case is decided.
That correction is supposed to happen automatically. In practice, the provisional charge sometimes gets applied to the wrong part of a bill, for longer than it should, or never gets trued up cleanly for every account.
We check your bill against exactly what your utility had on file for your service dates, provisional periods included, and tell you if something doesn't match.
